Do you only support the development of Visual Studio 2008?
The SDK also cannot be installed.

Visual Studio 2008 is the only and the latest VS release available for Windows CE / WEC7 devices.
But for Android devices you can use the latest Visual Studio 2022 for programming in Xamarin.
I just followed this Documentation and it worked and the SDK installed normally.
