MEMOR 10 3.02.06 "Cannot Support Downgrade"

Unable to revert back to lower firmware from 3.02.06 “Cannot Support Downgrade” error message. Tried to enable OEM Unlock under developer options, but requires a 7-digit code.

Is a downgrade possible, if not the question is why?

Currently have an application that works well on Android 8.1, but on Android 10 it closes the app when trying to scan barcode data.

Unfortunately, downgrading from Android 10 is not allowed in order to avoid memory area corruption.
